Professor Dr. Syed Giasuddin Ahmed

Vice-Chancellor, Jatiya Kabi Kazi Nazrul Islam University

Professor Dr. Syed Giasuddin Ahmed, Vice-Chancellor, JKKNIU, served before as a teacher in the University of Dhaka for 45 years. He moved through the ranks from a Lecturer of Political Science in 1965 to a Professor of Public Administration in 1985. He was reemployed as Supernumerary Professor of Public Administration after his retirement as Professor in December 2004.

He also served as Chairman of the Department of Public Administration in the 1970s, and later as Registrar (1985-86), Director of the Centre for Advanced Research in Social Sciences (1997-2001), and Provost, Kabi Jasim Uddin Hall (2001) in the University of Dhaka.

He obtained BA honors and MA degrees in Political Science from the University of Dhaka, and MPA (Master of Public Administration) from the University of Southern California (Los Angeles, USA), and PhD degree in Public Administration from The University of Queensland (Brisbane, Australia).

His teaching and research interest lies in areas such as Public Administration, Political Science, Local Government, Personnel Administration, Governance and Public Policy, and Civil Service Management.

He is the author of seven published books and eight research monographs, including two research-based professional books, Public Personnel Administration in Bangladesh and Bangladesh Public Service Commission, both published by the University of Dhaka. He has about fifty articles and chapters published in both Bangladeshi and international journals/edited volumes.

COMPLETED RESEARCH PROJECTS/REPORTS

  • A Comparative Study of the Former Union Boards and Present Union Councils (a study of the changing pattern of village administration and development in East Pakistan); final report was completed in typescript in May 1966 with funds from the Bureau of National Reconstruction (BNR) of the Government of East Pakistan, and it was published as a book by the BNR in 1969 under the title Village Government in East Pakistan, pp. 89 (Research Leader: Dr. M. Rashiduzzaman).
  • The Emergent Leadership Pattern in Pourashavas of Bangladesh (a study of management perception of candidates who contested in the Municipal Elections of Bangladesh held in 1973); the final report was completed in typescript in August 1974 (pp. 113) with financial support from the University of Dhaka.
  • The Image of Public Service in Bangladesh (a study of students’ attitudes towards public services and public employees in Bangladesh); final report was completed in mimeographed form (pp. 140) in December 1975 under the financial support of University of Dhaka.
  • Bangladesh Agricultural Development Corporation (BADC): A Case Study (a study on the effectiveness of BADC’s management of the small-scale irrigation programme in Bangladesh); final report was completed in typescript (pp. 504) in March 1977 with funds from the University Grants Commission of Bangladesh.
  • Bangladesh Public Service Commission: A Study of its Structure, Functions and Problems; report was completed in typescript (pp. 280) in January 1989 with financial support from the University Grants Commission of Bangladesh, and its revised version was published as a book (pp. 265) in 1990 by the University of Dhaka under the title Bangladesh Public Service Commission.
  • Study of Management Practices of Local Government Executives and Local Level NGO Officials; report of a sub-project of research group “C” of Bergen-Dhaka Administrative Development Project completed in February 1997 in computer print (pp. 63) with financial support from NUFU of Norway.
  • Research Monograph titled “Personnel Management Reform in Singapore: Can A Developing Country Draw from It Any Lessons?”, prepared in computer print (pp. 69) in January 1999 on completion of a Research Fellowship at the Institute of Southeast Asian Studies in Singapore from November 1998 to January 1999.
  • Report titled “Personnel Profile of Thana Executive Officers: The Case of Dhaka Division in Bangladesh”, prepared in computer print (pp. 51) in June 1999 after the completion of a collaborative project of Dhaka and Bergen Universities’ Public Administration Departments entitled Institutional Learning and Performance in Developing Countries under the sponsorship of NUFU of Norway.
  • Report on Improving Efficiency in Public Administration, prepared in computer print (pp. 68) in December 1999 as part of the work of consultancy with the Public Administration Reform Commission of the Government of Bangladesh.
